Proposed by former mayor of Shanghai , Daohan Wang and approved by the leaders in Shanghai Municipal Government, Warton Economic Institute was in April, 1988 (original Shanghai Institute of Economic Development Research). Its purpose and mission was to conduct a comprehensive study on China's Economy, especially on Shanghai Economic Development on the basis of combination of theory and practice.

Early in 2003, the institute was restructured and renamed in Shanghai Warton Economic Institute. Since its establishment, it was primarily engaged in economic research, consultancy services and the forum discussion.
